ASSISTANT SUB-INSPECTOR (APPOINTMENT,

PROMOTION AND CONDITIONS OF SERVICE)

RULES, 2011

No.8984/SE-II/VI, dated 12-8-2011.---In exercise of the powers conferred under Article 112 of the Police Order, 2002 (22 of 2002), the Provincial Police Officer of the Punjab, with the approval of the Government is pleased to make the following rules:--

  1. Short title and commencement .---(1) These rules may be cited as the Assistant Sub-Inspector (Appointment, Promotion and Conditions of Service) Rules, 2011.

(2) They shall come into force at once.

  1. Definitions .---In these rules: --

(a) "appointing authority" means the Head of the District Police as mentioned in Article 23 of the Police Order;

(b) "Commission" means the Punjab Public Service Commission;

(c) "Initial recruitment" means recruitment as Assistant Sub-Inspector on the recommendation of the Commission;

(d) 'Police Order" means the Police Order, 2002 (22 of 2002)

(e) "Provincial Police Officer" means the Police Officer posted as Provincial Police Officer of the Punjab under Article 11 of the Police Order;

(f) "recruitment through selection" means selection of a graduate Constable or a Head Constable to the rank of Assistant Sub-Inspector on the recommendation of the Commission; and

(g) "Schedule" means the Schedule appended with the rules.

  1. Appointment .---The appointing authority shall, on the recommendations of the Commission and with the prior approval of the Provincial Police Officer, appoint a person as Assistant Sub-Inspector.

4 Procedure for appointment .---(1) The Provincial Police Officer shall separately make a reference to the Commission to fill up the posts of Assistant Sub-Inspector available for initial recruitment or, as the case may be, by recruitment through selection from amongst eligible graduate Constable and Head Constables.

(2) The Commission shall, conduct an examination and make recommendations to the Provincial Police Officer for appointment to the posts of the Assistant Sub-Inspectors in terms of the reference.

  1. Probation .---(1) An Assistant Sub-Inspector appointed under these rules shall remain on probation for a maximum period of three years.

(2) An Assistant Sub-Inspector shall not be confirmed in the post unless he has successfully completed the training and passed such departmental examination(s) as may be prescribed by the Provincial Police Officer.

(3) The appointing authority shall terminate the service of an Assistant Sub-Inspector who fails to complete the training successfully and pass the said departmental examination(s) during the period of probation.

  1. Seniority .---(1) The Regional Police Officer concerned shall maintain a seniority list of Assistant Sub-Inspectors on the basis of their respective dates of appointment.

(2) The inter se seniority of Assistant Sub-Inspectors appointed on the recommendation of the Commission shall be determined in accordance with the respective merit assigned to them by the Commission and they would be placed at the bottom of the existing seniority list of Assistant Sub-Inspectors.

(3) The seniority of the in-service graduate Constable and Head Constables, on appointment as Assistant Sub-Inspectors, shall be determined from the date of appointment as Assistant Sub-Inspector and shall be placed at the bottom of the seniority list, and their previous service shall be counted for purposes of pensionary benefits and not for determination of seniority as Assistant Sub-Inspectors.

(4) If Assistant Sub-Inspectors are appointed on the same date through any of the modes of appointment, the Assistant Sub-Inspectors promoted on the basis of the seniority-cum-fitness shall rank senior to the other Assistant Sub-Inspectors and the Assistant Sub-Inspectors appointed through selection by the Commission from the graduate Constables or Head Constables shall rank senior to the Assistant Sub-Inspectors appointed on the same date through initial recruitment.

  1. Method of appointment and eligibility .---The method of appointment, qualifications, age limit and other ancillary matters for the post of the Assistant Sub-Inspectors shall be governed under the Schedule.
